CASE STUDY / CAPABILITY DEVELOPMENT
Building a self-sufficient
cloud engineering team.
How I designed and stood up an elite, self-contained cloud engineering and security capability for a large-scale, highly regulated digital platform programme.
THE PROBLEM
Fragmented delivery slows everyone down.
Large regulated programmes often end up with design, build, security and operations split across separate teams and separate handovers — every change waits on a queue it doesn’t own. I was asked to design and build a capability that could own the whole lifecycle itself, without losing the rigour a highly regulated environment demands.
✦Infrastructure as Code — Terraform, CloudFormation, Bicep, Pulumi, with drift detection built in
✦Landing zone & network design — VPC/VNet, segmentation, PrivateLink, secure routing
✦Identity & access — least-privilege roles, SSO, automated key & certificate rotation
✦Secure-by-design & policy-as-code — CIS/NIST-aligned guardrails enforced at plan time, not after the fact
✦Observability & SRE — centralised logging, SLO/SLI-driven alerting, on-call playbooks
THE OUTCOME
A team that owns
the whole lifecycle.
I designed a capability model built around a single, cross-functional team — platform engineers, security specialists and SREs working from the same backlog, with end-to-end ownership of blueprints, CI/CD, security healthchecks, production runbooks and incident response. No handover between "the people who design it" and "the people who run it" — the same team does both, which is what actually makes rapid, accountable delivery possible in a regulated environment.
Blueprints are treated as code: versioned, tested through CI gates, and refined through a continuous feedback loop from real operational telemetry rather than being fixed at design time and never revisited. Every deployment carries its security posture with it — policy-as-code gates at plan and apply stages, automated compliance checks, and reproducible, signed build artifacts with a full software bill of materials.
Security isn’t a separate stream bolted on afterwards. It’s integrated into the same pipeline as everything else — continuous automated healthchecks, shift-left scanning in CI, and rehearsed incident response runbooks that get tested through regular tabletop exercises, not just written and filed away.
Continuous, automated security healthchecks — CIS benchmarks, misconfiguration and vulnerability scanning on a daily/weekly cadence
Shift-left security — SAST, IaC scanning and dependency scanning as CI gates, not a pre-release afterthought
SIEM-fed detection and response, with documented, rehearsed incident runbooks
Regular tabletop exercises and purple-team testing of the controls themselves, not just the platform
